How to open the closed system

The language we have developed is not about a complaint regarding funding.  The advance we wish to make is already made, in notational formalism as discussed at reverseTwitter.com.  Professor Stephen Prueitt's published work makes substantial citations into the biological sciences.  His unpublished work makes even deeper citations to G. Edelman’s work on what he called “response degeneracy”.

This notion is integrated into a "clopen mechanism":  a mechanims to open the set of underlying principles on which a computing system works

A natural clopen mechanism is observed to occur across natural organizational scales.  The organization of future computing systems is modeled as consistant with natural law.  The natural mechanisms opens epistemic determinates; e.g., underlyign root causes.  These determinates contextually shift the laws operating in that organizational scale.  Laws become localized for a time period.

A computer requires a fixed set of lawfully defined processes.   The problem for computing is that nature constaintly changes the laws governing system behaviors.  The change we are concerned with is not at the most fundamental level, that of physics, but rather at the level of social or private organization.

We see this notion as informative to the new stratified theory.

In summary, response degeneracy occurs whenever a good Newtonian formalism would suggest a route to chaos.  That is the point precisely.  Chaos exists nowhere in nature.

There are biological routes, such as cell signal pathways and gene expressions, to response degeneracy but following this route is the same, I have argued, as following Zero’s paradox.  One gets caught not understanding the potential illusion of formal language.  This is where the historical distortion of natural science by the AI paradigm is seen to be most harmful.

Private sector - Public sector partnerships under a new model

If we fully understand the effects of the pure notion of “private” sector control over all process; then we may allow a pure private sector to co-exist with a pure public sector.  We may envision, now in 2011, our creating a digital infrastructure for a 100% monitored American public sector infrastructure.

This public sector infrastructure would be established using a Public Trust instrument specifying that the Trust could not outsource any service.

For example, all employees must be one of fifty state public trusts, associated with the American Bridge Project, in each federal state.

All work that is to be done is required to be addressed and completed by a reasonable employee of the State Government.

A measure of reasonableness would be continually available.  The separation of a pure public sector trust from all aspects of private sector functioning is considered necessary to our task; e.g., of ending the crisis in American education.  Otherwise, the camel’s head is under the edge of the tent.

This is what we argue, correctly or not.
